It's the best of times, and it's the worst of times. That Dickens line pretty well sums up the mixed reactions of Northeast Ohioans who attended an event to help at-risk homeowners this past week. N.A.C.A., the Boston-based Neighborhood Assistance Corporation of America, came to Cleveland to fast-track mortgage modifications. From Ohio Public Radio member station WCPN, David C. Barnett has this report.
