Southern Ohio county makes history with the size of its financial problems.

For the first time in Ohio history, a county government has such a big economic mess, it's been declared in a state of fiscal emergency by the state auditor. Scioto County, in southern Ohio, is the one with the financial headache....and a state commission will now be appointed to approve a remedy. State Auditor Mary Taylor talks with Ohio Public Radio's Bill Cohen about how big the county's financial problem is.

Taylor says Scioto County officials shouldn't be surprised about the "emergency" label the county has just received. Taylor notes the county first began experiencing a deficit in its general fund three years ago, and local officials have never gotten the financial mess under control. Twenty-three local governments in Ohio are either on fiscal watch or in fiscal emergency.
