Some experts say sharing services won't keep schools from going to voters for money requests.

As school districts struggle to adjust to smaller budgets, the Kasich administration has advised them not to ask voters for tax increases to make up the difference. It’s instead pushing districts to work together to combine some operations and services to reduce their costs. Most agree that, at least in some cases, consolidation and sharing can save money. But there’s disagreement on whether the savings are enough to keep new tax levy requests at bay. From member station WCPN in Cleveland, Michelle Kanu reports.
