This week on "The State of Ohio": State lawmakers consider what they can do in the wake of the horrible and yet miraculous escape story out of Cleveland involving three women held prisoner in a house for a decade. New data shows more than half of all violent crimes are committed by a very small numbers of offenders. Lawmakers are now working to target that tiny group. One union likes proposal for state to borrow money for clean energy, but others don't.

Earlier this year, word leaked out about a petition drive, aimed at putting a proposal onto the Ohio ballot that would have the state borrow $13 billion over a decade and pump the money into green energy projects and businesses. Information about the group behind the campaign was sketchy. And when environmental activists came out against the proposal, it was hard to figure out who was for it. Now, statehouse correspondent Bill Cohen has found one labor union local that’s backing the drive,but a bigger union federation it's part of is not getting involved.
