Does Missing Report Equal Money Hole In School Plan?.

A bitter debate has erupted among Ohio legislators over a "missing" report from their researchers, and some say it proves they haven't done enough to boost money for schools. The report was supposed to determine how much money unfunded state mandates have cost school districts so lawmakers could reimburse them, but the report was not issued on schedule last October.

In the meantime, the Ohio House has okayed a school funding, without knowing that the report concludes the price rag for unfunded mandates is between $300 and $500 million a year. Bill Phillis, the head of a school coalition, and Democratic State Representative Jack Ford say that means there's a huge hole in the school funding package lawmakers are now passing
