Now that the U.S. Supreme Court has ruled it's unconstitutional to execute people who are mentally retarded, the Ohio Supreme Court is trying to come up with guidelines to define retardation and to examine death row inmates who claim they're exempt from capital punishment. Statehouse correspondent Bill Cohen reports. |
