There's more and more behind-the-scenes maneuvering at the Ohio statehouse over that proposal to install 14 thousand video slot machines at the state's major race tracks. Here's the latest development, backers of the idea have come up with a new strategy that would prevent its critics from putting it onto the ballot, so that voters could say no.
