Ohio welfare officials say they're not ready to relax rules for getting foodstamps, even though thousands of Ohioans who are eligible for the government help are not getting it.
Anti-hunger groups say only 58% of eligible Ohioans are receiving food stamps, a modern-day low. The activists blame a rule requiring recipients to re-apply every 3 months, instead of every 6 months.
