Anti-smoking groups and health care advocates are trying to convince Ohio legislators to raise cigarette taxes again. The activists insist their plan could actually save taxpayer money in the long run. But it’s not clear if they’ll get their way, as lawmakers struggle to piece together a new two-year state budget.
