Debate over election.

In November, Ohioans are set to vote on a ballot issue, aimed at making races for congressional and legislative seats more competitive. Currently, most of the election contests for those seats are blow-outs for one party or the other. Supporters of one proposed constitutional amendment say it will take the worst of partisan politics out of the line-drawing process. But critics warn it could result in a new map with weirdly-shaped districts that stretch virtually across the state. Bill Cohen has the first in a two-part series of reports.
