This week on "The State of Ohio": The budget is on its way to a committee that will hammer out the differences before the end of the month deadline. But there are serious issues on both sides that could slow down the talks. A billion dollars is headed back to Ohio employers who paid into the states Bureau of Workers' Comp program. But a critic says the BWC has an outstanding bill that remains unpaid. And more on how Ohio's poorest people are surviving the rising costs of a basic existence.

| State says universities aren't responsible for bills from false alarms on campus. |

Athens Mayor Ric Abel says Ohio University owes the city "thousands" of dollars in penalty fines for false police and fire alarms. But a new legal opinion lets the university off the hook. Abel says instead of paying up, the university went to attorney general Marc Dann, who says state agencies do not have to obey the law.
Abel says he will ask Athens City Council to take a second look at the fee ordinance, which was enacted last year in an attempt to reduce the number of false alarms.
Last year, the fire department in Athens went on approximately 800 runs. 100 of them were false alarms...and Abel says most of those came from malfunctioning alarm systems. |
