Ohioans will have the chance to vote on a proposed constitutional amendment this fall that would create a board to oversee the care and treatment of livestock in Ohio. But some people say the amendment is too vague and could end up protecting puppy mills in the process. Ohio Public Radio's Jo Ingles has more on the story.
