By Jo Ingles - December 3, 2009 Gov. Ted Strickland is recommending against clemency for a death row inmate who's scheduled to be executed Tuesday. And as Ohio Public Radio's Jo Ingles reports, this isn't the first time Strickland has denied clemency to this inmate.
