| Consumers and Stockholders May Split
the Costs of Recent Blackout. |

If the nation's electricity grid needs major improvements to help avoid future power blackouts, consumers will foot the bill. That's the prediction from Ohio's top utility regulator. Alan Shriber, the chairman of the Public Utilities Commission, says it would be fair for customers to pay for those kinds of improvements in the future. But he adds, if an investigation shows the recent blackout was sparked by utility company negligence, the stockholders should foot that bill. Shriber's comments come in response to questions from Statehouse correspondent Bill Cohen.
